Registration System

Law No. 49 of 1972 AD

Article 174 of Law No. 49 of 1972 AD states the following:

“Registration for postgraduate studies shall be within the dates specified in the internal regulations, and enrollment shall take place after taking the opinion of the relevant department councils with the approval of the College or Institute Council and the approval of the Vice President for Postgraduate Studies and Research Affairs.”

B- The executive regulations of the law:

Article “93” of the executive regulations of Law “49” of 1972 AD states the following:

“The internal regulations of the colleges indicate the dates of enrollment for postgraduate studies, in a way that suits the conditions of study in each college.”

And Article “94” of the executive regulations stipulates that:

A postgraduate student may not enroll in more than one diploma or higher university degree at the same time, except with the approval of the Postgraduate Studies and Research Council based on the proposal of the College Council and after taking the opinion of the relevant department councils.”

Teaching assistants or teaching assistants may not register for postgraduate studies to obtain a university degree in a field other than their department’s specialization except by a decision of the university president after the approval of the Postgraduate Studies and Research Council based on the proposal of the College Council and after taking the opinion of the relevant department councils.

Registration Authorities

Department Council:

Article 174 of Law 49 of 1972 states:

Enrollment for postgraduate studies shall take place on the dates specified in the internal regulations, and enrollment shall take place after taking the opinion of the competent department councils.

2 – College Graduate Studies and Research Committee:

Paragraph “7” of Article “29” of the executive regulations stipulates the competence of the College’s Postgraduate Studies and Research Committee to “consider the enrollment and transfer of postgraduate students, the transfer and suspension of enrollment, and exam excuses.”

Paragraph “8” of Article “29” of the executive regulations stipulates the competence of the Graduate Studies and Research Committee in the college to consider the proposals of department councils regarding the registration of master’s and doctoral theses and the reports of their supervisors, and to appoint committees to judge theses before submitting them to the college council.

3 College Council:

The competence of the College Council is to enroll postgraduate students, register master’s and doctoral theses, appoint committees to judge theses, and cancel enrollment and registration.

4- Postgraduate Studies and Research Council:

Article 34 of the Universities Organization Law states the following:

The Graduate Studies and Research Council, chaired by the Vice President for Postgraduate Studies and Research Affairs, is formed, and the membership is:

(1) Vice deans of colleges and institutes affiliated with the university for postgraduate studies and research.

(2) A number of members of not less than three and not more than five with experience in production and service sites, appointed for a renewable two-year term by a decision of the University President after taking the opinion of the Graduate Studies and Research Council and the approval of the University Council, and it is not permissible for them to combine this membership with Membership of the concerned university council.

Article (35) of the Universities Organization Law provides for the competence of the Graduate Studies and Research Council to consider the following issues:

First: Planning, coordination, organization and follow-up issues:

Studying and preparing the general policy for postgraduate studies and research at the university, and coordinating them in the university’s faculties and institutes.

Drawing up the policy to ensure cooperation and coordination between departments and similar subjects in the university’s faculties and institutes with regard to postgraduate studies and research at the university.

Preparing a general plan for the university’s scholarships and study leaves, and for maintaining foreign scholarships.

Preparing a program to complement faculty members from inside or outside universities, and to form integrated teams of researchers in different disciplines.

Develop a policy for sending faculty members in universities on scientific missions.

Develop a plan to hold scientific conferences, symposiums and seminars in universities, and to participate in those held outside the university, inside and outside the country.

Expressing an opinion on setting the executive regulations for universities with regard to postgraduate studies and research.

Organizing the admission of postgraduate students to the university.

Preparing the scientific research account system at the university.

Preparing a sabbatical rewards system for postgraduate studies and research at the university.

Discussing the reports of colleges and institutes, the recommendations of their scientific conferences, the reports of the scientific departments at the university, the annual report of the Vice President for Graduate Studies and Research, and evaluating and reviewing the systems of postgraduate studies and research in the university to ensure their advancement.

Following up the implementation of the postgraduate studies and research plan at the university.

Inventory and analysis of all data and statistics of the teaching staff, assistant teachers, teaching assistants, postgraduate studies, research and rare devices at the university.

Preparing the scientific research budget project at the university Preparing the scientific research budget project at the university, and setting up a system for disposing of its budget items.

Second: Executive matters:

(1) Managing the scientific research fund at the university.

(2) Receiving scientific problems from various scientific and technical bodies and distributing them to the university’s faculties and specialized institutes.

(3) Exempting postgraduate students from some academic courses and exams.

(4) Determining dates for postgraduate examinations in the university’s faculties and institutes.

(5) Report of sabbatical rewards for postgraduate studies.

(6) Delegation on university scholarships and foreign scholarships, and study leave reports.

(7) Delegating faculty members on scientific missions and to attend conferences, scientific seminars and seminars.

(8) Authorizing professors to take sabbatical leave.

(9) Collecting scientific research, encouraging it, publishing it, distributing it to faculty members at the university, and exchanging it with scientists and scientific bodies inside and outside the country.

(10) Distributing the scientific research budget at the university according to the proposed programmes.

Third: miscellaneous issues:

(1) Matters referred to it by the University Council.

(2) Other matters to which it is concerned in accordance with the law.

5- Accreditation of the Vice President for Postgraduate Studies and Research:

Article: 174 of Law 49 of 1972 AD states the following: A

Enrollment for postgraduate studies takes place on the dates specified in the internal regulations, and enrollment takes place after taking the opinion of the relevant department councils with the approval of the college or institute council and the approval of the vice president for postgraduate studies and research affairs.

Documents Required for Registration

Provisional bachelor’s degree (for applicants applying for a diploma or master’s degree).

Temporary master’s degree (for applicants applying for a doctoral degree).

A statement of the student’s grades during the years of study.

birth certificate.

A copy of the personal identification card, the “national number.”

(3) personal photos measuring 4 x 6 cm.

Employer approval for enrollment and study for government or public business sector workers.

A declaration of non-employment (for those who are not working in the government or the public business sector).

The approval of the employer to study full time for government or business sector workers if the study requires full time (or according to the text of the internal regulations of the college).

Conscription status certificate (deferred/temporary exemption/permanently exempted).

The approval of the armed forces “for recruits.”

The approval of the Officers’ Affairs (if the applicant for registration is an officer in the armed forces or a police officer, or if the applicant for registration is a working officer in the armed forces, a reserve officer who has not completed compulsory service, or a police officer).

Decisions of the University Council regarding enrollment

The University Council decided, in its session No. (133) on 5/28/2018, to approve that a researcher wishing to enroll for a master’s or doctoral degree obtains an ICDL certificate as a condition, starting from the date of the University Council’s decision, provided that the university’s information network gives researchers who have an IcDL certificate from any A body other than the university has evidence of its validity, accredited and documented, and the decision is applied to students enrolled in the academic year 2018/2019.

Open Learning Graduates

On 11/25/2018, the Postgraduate Studies Council decided to confirm the decision of the Supreme Council of Universities, which states that “students of open education (not blended education) have the right to enroll in postgraduate studies, while setting controls according to the internal regulations of each college.

The University Council, in its session No. (136) on 9/30/2018, decided to approve the admission of open education students to postgraduate studies or to apply for professional or special diplomas and beyond in the College of Education.

Terms of Registration of the Research Topic

On October 23, 2018, the Postgraduate Studies Council agreed to oblige postgraduate students (Master’s – PhD) to create an account on the researchers’ portal at the Egyptian Knowledge Bank, and to consider this as a condition for registration for masters and doctoral degrees through the university’s digital library.

Transfer of Registration and Conversion

The transfer from a college to a corresponding college and the transfer of enrollment take place from one college to a different college and is within the jurisdiction of:

1) The Graduate Studies and Research Committee of the College (paragraph 7 of Article 29 of the executive regulations).

2) The College Council (paragraph 18 of Article 41 of Law 49 of 1972 AD) and the decision of the College Council in this regard is approved by Prof. Dr. / Vice President of the University for Postgraduate Studies and Research.

If the transfer takes place until the first of December, the fees are the right of the college to which he is transferred, and if the transfer takes place after the first of December, the fees become the right of the college from which he is transferred

Cancellation of Registration and Enrollment

1- Paragraph (7) of Article 29 of the executive regulations states:

The competence of the Graduate Studies and Research Committee in the college is to consider the enrollment of postgraduate students, their transfer, the transfer and suspension of enrollment, and exam excuses.

2- Paragraph (19) Second of Article “41” of Law No. 49 of 1972 AD states:

The competence of the College Council is to enroll postgraduate students, register master’s and doctoral theses, and cancel enrollment and registration.

3- Article 175 of Law No. 49 of 1972 AD states:

Taking into account the provisions of Article (36), the registration of master’s and doctoral theses and the cancellation of registration shall be with the approval of the Graduate Studies and Research Council at the request of the College or Institute Council after taking the opinion of the concerned department council.

4- Article 69 of the executive regulations stipulates that:

The College Council may suspend the enrollment of the student for two consecutive or separate academic years during the academic year if he presents an acceptable excuse that prevents him from attending the study. In case of necessity, the University Council may increase the period of suspension of enrollment.
